Tanzania Advances Climate Action by Integrating Land Governance into NDC 3.0

In June 2025, the Ministry of Lands, Housing and Human Settlements Development of Tanzania, in collaboration with NELGA East Africa and supported by GIZ-SLGA, convened a series of stakeholder workshops in Morogoro to integrate land governance into the country’s Third Nationally Determined Contribution (NDC 3.0).
Facilitated by Prof. Uchendu Eugene Chigbu, the workshops brought together government agencies, researchers, civil society, and private sector actors to co-design climate-responsive targets and interventions. Stakeholders endorsed ambitious measures, including expanding climate-smart village land use plans to over 10,000 by 2035, increasing urban master plans, and scaling up land tenure security from 25% to 60% of the population.
The workshops highlighted the importance of inclusive participation, ensuring that women, youth, and marginalized communities are central to climate action. By embedding land governance into NDC 3.0, Tanzania strengthens its commitment to the Paris Agreement while promoting sustainable development and resilience. This initiative demonstrates the power of collaborative dialogue in shaping equitable and climate-resilient land policies for the future.
